Borno Governor, Professor Babagana Umara Zulum, has inaugurated a high-powered response team for prevention and control of coronavirus under the state deputy governor, Umar Kadafur, as chairman and the state commissioner of health as secretary. The team has started working and is to reconvene on Saturday. 

The inauguration took place at Musa Usman Secretariat in Maiduguri on Friday afternoon after Governor Zulum received a technical response plan adopted by a multi-stakeholder group made up of UN agencies, federal establishments and affected ministries which met with the Chief of Staff, Dr Babagana Wakil, on Thursday during which they came up with a response plan after critical review of the state.

The response team which is to fully implement the response plan, has the chief of staff as vice chairman with members that include senior officials of the World Health Organization (WHO), UNICEF, UNHCR, WFP, UN-OCHA, IOM, ICRC, international Non-Governmental Organizations (iNGOs) involved in humanitarian interventions, heads of Maiduguri International Airport, Nigerian Immigration Service, Borno State Emergency Management Agency and commissioners of education, higher education, information, transport, finance, religious affairs and local government and emirate affairs. The team also has two special advisers on sustainable development, partnerships and humanitarian affairs and that of public relations and strategy.

Governor Zulum thanked members of the team for the work they have already started but tasked them to ensure that very firm measures were deployed to tighten access to IDP camps where one case can trigger wild fire effect with adverse consequences.

Zulum also tasked the commissioner of education and the chairman of the state universal education to change the academic calendar by bringing exams backward so that schools can close within one week instead of the schedule to close in two weeks time based on the academic calendar.

“If we are to close schools, what do we do with IDP camps which is far less organized than schools? I am aware that our schools have two weeks to close but we should change the calendar and close in one week. But even at that, we must take serious measures in all schools and more importantly in our IDP camps and in land border communities where people can come into Nigeria through some of our local government areas,” Zulum said.

President Muhammadu Buhari Friday in Abuja reiterated the commitment of his administration to the welfare of Nigerians especially with the current happenings around the world.

Speaking while receiving the management of the National Hajj Commission of Nigeria (NAHCON) in State House, President Buhari said: “I am pleased that you are working with the Ministry of Health on protecting our citizens from Covid-19 virus.”

“You must work to guarantee the safety and security of our pilgrims. As a government, this is now a key priority for us. I therefore enjoin you to ensure that adequate medical provisions and other welfare requirements are afforded our pilgrims,” he added.

The President expressed his delight with the operations of the Commission so far especially, the reduction to up to 15 per cent in Hajj fares.

“I am pleased to hear of the progress you have made thus far especially in reducing Hajj fares by up to 15 per cent.  I am also impressed that you are still working to further bring down the cost next year. This is commendable now especially with the recent global events that have impacted on the economy. Such savings will be timely and most welcome to the pilgrims as well as to Nigeria’s economy,” he said.

President Buhari however, cautioned them against sacrificing quality for safety and comfort of pilgrims. 

“However, as you assess and reduce these costs, you must ensure that quality service and comfort are provided  for our pilgrims as these are the core mandates of your Commission and must remain your primary goal,” he said.

The Chairman of the Commission, Zikrullah Kunle Hassan had informed the President of the efforts of the commission to make life better for Nigerians on pilgrimage.  He said that the Saudi government had given some concessions to Nigerians especially in the way of accommodation and tents, assuring the President of even better deals next year when his Board fully takes over negotiations.

“With your kind approval this year, we are working to take full charge of Makhan accommodation because hitherto, the states have been in charge. The idea is that when we take full charge, we will be able to reduce further the cost and to do this, we need to engage the accommodation agents and owners in a possible two to three-year lease with a view to having a reduction in price,” he said.

Alhaji Hassan also appealed to the President to constitute the Board of Trustees of the Hajj Savings Scheme to make it easier for pilgrims to perform their religious obligation.

He further assured that he was in discussions with the Federal Ministry of Health on the Covid-19 pandemic as the Commission aligns itself with government positions in tackling the scourge.

IT BLEW UP IN THEIR FACES
President Muhammadu Buhari was in Argungu, Kebbi State, on Thursday last week to attend the fishing and cultural festival, which that town is famous for.
Prior to this year’s event, the festival had not held for 11 years, due to the insecurity that had suffused a large part of the Northern states. But a ray of hope is being seen on the security horizon. Peace is gradually returning, and the Kebbi State government decided to revive the festival.

The President attended, and all went well. Very well. Till those who do not want the country well waded in with their contortionist act, in which they twist everything to give a negative perspective.
Nigeria had what was called groundnut pyramids in the pre-oil boom era. Agriculture was the king then. But when we started earning petroleum-dollars, the pyramids vanished. But since his advent in 2015, President Buhari had redirected the country back to agriculture. Now, new pyramids are emerging. Of rice, maize, beans, and other grains. 

A group photograph was to be taken with some governors and farmers during the festival, with thousands of bags of rice as background. That was when something dramatic happened.
The line was formed, the photographers were clicking away, when a phantom emerged from nowhere. In complete breach of protocol and security, a young man had meandered his way in, and went straight in the direction of the President, with his hand outstretched in greeting.
Of course, it would not happen. Not in Nigeria, nor in most countries of the world. The intruder was short-circuited, and whisked away for censure and questioning.

The event ended, and we departed for Abuja. In the Presidential aircraft, the intrusion was a point of discussion. The President was completely unperturbed, knowing that the young man meant no harm. The security details said he would still be profiled, so that nothing was ruled out.

By early evening, we were back in Abuja, and went to do other things. Till the social media erupted. Fictive reports, backed with videos of the intruder being checked by security agents, began to fly around, with outlandish headlines: President Buhari escapes attack in Kebbi. President Buhari escapes death in Kebbi. And so on.
The sense of mortification of those of us who were there was great. Was it not what we witnessed, saw with our own very eyes? There was no attempt to attack or harm the President. Rather, an over-excited citizen had wanted to appreciate a man he admired. He broke all protocol and security rules in the process. He was checked. How did it then become an attack?
The story was assuming a life of its own, and people who thrive in chaos and disorder had begun to revel in it. They were hopping from one leg to the other like Rumpelstiltskin, in the fairy tales we read as youngsters. It was time to wade in, and we did. A press statement was issued, explaining what truly happened.
The peddlers of fake and hate news were stopped dead in their tracks. Their lies had blown up in their faces, and they beat a hasty retreat.

The next day, the coffin of their lies was finally nailed. The intruder, Mohammed Jamilu Gunddare, came out to address the media. One newspaper had published the fiction that he was gunned down, and neutralized. He said he was never shot. And neither did he plan to attack the President.
The Usman Danfodio University, Sokoto, graduate said he had always been intrigued by the honesty and integrity of President Buhari, and had wanted to express appreciation to him. So he broke all the rules. All he wanted was just a handshake.
Gunddare was wrong in his approach. But why did some people begin to peddle falsehood, concocting what did not happen? Why did they say it was an attack on the President? Very sorry, regrettable, even pitiable. Why are some people so prone to evil imaginations? Was that what they would have loved to see happen to their own President? O ma se o.

Some people passionately hate their country, its leaders, humanity in general, and I believe they even hate themselves. Sadly, some of them go to churches and mosques. If they find no evil report to peddle, they create it themselves. On social media platforms, they are quick to share unsubstantiated negativities. Yet, the Good Book in Exodus 23:1 admonishes us: “Thou shall not take up a false report...thou shall not follow the multitude to do evil.”
After sharing fake, evil reports on Thursday, they went to mosques on Friday, while others went to churches on Sunday, raising their hands in praise and worship. They were merely reporting themselves to God through those uplifted hands.
What would anyone have gained, even if the President was attacked? Why were they celebrating it, licking their lips in frenzy? They are of all men most to be pitied.
And when the lie blew up in their faces, you would think they should be decent enough to retract their posts, and apologize. For where? They simply moved on, as if everything was okay.
At the root of fake news is hatred. Bile. Malice. But why? Can you swallow poison, and expect it to kill your neighbor? It doesn’t happen. Such people  must test and examine their ways, and change their hearts and conduct.

I love the comment of my friend and fellow journalist, Fred Chukwuelobe, on the statement we issued, when the contortionists went to town. He said: “Those weaving this ‘attempted attack’ story are not happy the President was unharmed. The best news they’d have loved is that the ‘attacker’ succeeded and harmed or even killed the President. People can weave and wish harm to their fellow citizens, and hate so much and be bold to share and celebrate it. So sad people have lost their sense of reasoning just because of hate.”
Bullseye. On point. Why do people hate their country, their leaders, and even themselves so much? I have nothing but pity for such. President Buhari is in the hands of God, and it has been demonstrated in many ways. Who Jah bless, no man curse. Those are not my words, but of reggae star, Bob Marley.

PRESIDENT BUHARI URGES PRECAUTION, NOT FEAR ON CORONAVIRUS CASES
Nigeria, like every other country around the world, is dealing with the unexpected and unprecedented impact of the Covid-19 pandemic. The Muhammadu Buhari administration has taken some steps to mitigate the effects on the Nigerian people.

To prevent the spread of cases imported into Nigeria, the President has already ordered the restrictions of travel from 13 countries, each with more than 1,000 confirmed cases of Covid-19. Government has also suspended visas issued to nationals of these countries. The restriction will take effect from March 20 and will remain until further notice. While Nigeria delights in welcoming the world, the safety and protection of our citizens and land must take priority.

The various agencies of government including Media owned by the government have embarked on vigorous campaigns promoting hygiene measures.  There are, currently, very stringent regimes of checks at the points of air and sea entry into the country. The effort Nigeria is making as is well known, has already received the commendation of the World Health Organisation (WHO).

The Presidency wishes to assure Nigerians that government is on top of the situation.  There is no cause for panic. So far measures put in place are working efficiently. What this country is doing has been recommended as a template.

The President trusts the relevant Ministers in his cabinet and the officials of the National Centre for Disease Control (NCDC), who are providing him with constant updates and professional counsel.  These officials have a track record of competence.

The President instructed the Nigerian National Petroleum Corporation (NNPC) to reduce the pump price of fuel. The Covid-19 pandemic has led to a crash in the global price of crude oil, and the President decided that every Nigerian should benefit from this. Subsequently, the NNPC announced a 20 naira deduction, and the pump price of fuel has now been reduced from 145 naira per litre to 125 naira per litre.

The Central Bank of Nigeria (CBN) on Monday announced a credit relief of N1.1Trillion Naira to businesses affected by the pandemic. The Bank has also established a facility for household, small and medium enterprises (SMEs) and announced a reduction of interest rates for loans from 9% to 5%.

We do not want to create panic. But we will continue to update the Nigerian public with relevant information.  We plead with every Nigerian to cooperate with the government in the fight against Covid-19 and obey all instructions from the NCDC. We have a high level Presidential Coordination Committee chaired by the Secretary to the Government of the Federation (SGF).  This body should be allowed to carry out its duties.

We also plead with Nigerians not to see this most peculiar of times as one to be politicised or seen as an opportunity to regurgitate grudges against the government or the ruling All Progressives Congress (APC). North, South, East, and West – all Nigerians must unite to fight this plague, irrespective of religious or ideological affiliation.

In this regard, populist advocacies such as the one accusing the President of “complacency” simply because he has not made a television address by ranking members of our respected parliament are cheap and sensational.  These are not the times for populism and cheap politics.

President Buhari thanks all those at the forefront of the fight against the deadly disease.

...No cause for alarm

To prevent spread of Coronavirus with potential for wild-fire effect at internally displaced persons' camps, Borno Governor, Professor Babagana Umara Zulum has convened a multi-stakeholder meeting in Maiduguri which adopted a response plan.

The meeting which held today, Thursday, in Maiduguri, was attended by senior officials of the World Health Organization (WHO), UNICEF, UNHCR, WFP, UN-OCHA, international non governmental Organizations (iNGOs) involved in humanitarian interventions, the Maiduguri International Airport, the Nigerian Immigration Service, Borno State Emergency Management Agency and the state’s ministries of health, education, transport and local government and emirate affairs.

The Governor’s chief of staff, Dr Babagana Wakil, chaired the meeting which lasted three hours at the government house in Maiduguri after which a response plan adopted was to be presented to Governor Zulum by the end of today.

Special Adviser on Public Relations and Strategy, Malam Isa Gusau, said Borno’s commissioner of health, Dr Salisu Kwayabura, during the meeting, presented a detailed medical response plan prepared by his ministry through collaboration with agencies of the UN that specialize in public health management. 

The response plan identified health preventive measures already in place at the Maiduguri international airport and those in place to secure densely populated camps occupied by internally displaced persons, students in public schools and other parts of the state. The response plan however agreed not to take measures that will create panic amongst citizens. 

The response plan adopted some measures adopted by the UN Office for Coordination of Humanitarian affairs in enforcing strict pandemic control measures on all its foreign humanitarian workers in line with the travel ban placed by the Nigerian government as well as international best practices normally observed by all UN affiliates. 

The response plan also identified measures in all border communities across Borno State where persons coming into Nigeria through land boarders are subjected to medical screening. 

The plan also identified ways to engage religious and traditional bodies in aggressive public enlightenment on some control measures that will be announced during the week.

PRESIDENT BUHARI DIRECTS GOVT AGENCIES TO PROTECT CRITICAL NATIONAL INFRASTRUCTURE
President Muhammadu Buhari Thursday in Abuja directed the Minister of Communications and Digital Economy to work with all relevant government agencies to ensure full protection of critical national infrastructure.

The President issued the directive at the unveiling of the National Broadband Plan 2020–2025, commissioning of the Communications and Digital Economy complex, flag-off of the Digital Innovation and Entrepreneurship Training and launching of the Abuja Emergency Communication Centre and the National Emergency Toll-Free Number 112.

The President also urged mobile network operators to ensure full attainment of the targets set in the National Broadband Plan by giving special attention to un-served and underserved areas while deploying their services.

President Buhari expressed concern about the challenges faced by operators in the country, particularly vandalism of telecommunications equipment. 

He assured the operators of government’s commitment to ensuring that all stakeholders have a conducive environment to ensure the successful implementation of the Broadband Plan, which seeks to boost broadband penetration as well as support the deployment of 4G across the country.

On the newly commissioned Emergency Communications Centre and Toll Free Number 112, the President explained that it further demonstrates his administration’s resolve to keep Nigerians safe.

''We have taken advantage of digital technologies to ensure that Nigerians in distress are only a dial away from the relevant emergency response institutions in the country.

''This will go a long way in supporting our efforts to improve the security of lives and property,’’ he said.

On the Digital Nigeria Programme, President Buhari explained that it is one of Federal Government’s key initiatives to empower innovators and entrepreneurs with skills required to thrive in the emerging digital economy.

'' It is part of our efforts to ensure that our youths, women, unemployed graduates and people living with disabilities either become employers of labour or get a large number of well-paying jobs thereby contributing to the national drive of lifting Nigerians out of poverty,’’ he said.

Similarly, President Buhari declared that the newly commissioned Communications and Digital Economy Complex will provide a befitting coordinating centre for the new focus on the Nigerian Digital Economy.

''It signals the desire to intensify efforts towards ensuring that Nigeria becomes an active participant in the Global Digital Economy,’’ he said.

Earlier, the President acknowledged that the dwindling price of crude oil had adversely affected budgetary projections and increased the sense of urgency to diversify the economy.

He, however, expressed delight that the projects commissioned would enhance the development of the National Digital Economy and support efforts at diversifying the economy.

According to President Buhari '' The Digital Economy will also support us in fighting corruption through digitalization and enabling government digital services.

''Digital technologies have become a useful platform for economic diversification. Having recognized the benefits of these technologies we have decided to adopt the Digital Economy paradigm early,'' he said.

The President also commended the Minister of Communications and Digital Economy, the Nigerian Communications Commission (NCC), the Presidential Committee and all stakeholders who participated in the development of the National Broadband Plan, lauding the leadership of the Ministry for the high level of synergy amongst the parastatals under its supervision.

In his remarks, the Minister of Communications and Digital Economy, Dr Isa Ali Ibrahim Pantami said broadband penetration is key to reviving the Nigerian economy.

Citing reports from the World Bank and the World Economic Forum, the Minister said 10 per cent broadband penetration in any country will improve its GDP by at least 4.6 per cent.

With coronavirus spreading across the globe and more people living in isolation, the minister said the digital and information communication sector is providing alternatives for people to stay in touch and institutions to provide the needed basic life-saving services to the populace.

On his part, the Executive Vice Chairman of the NCC, Prof Umar Danbatta announced that the country’s broadband penetration had increased to 38.5 per cent.

''As at the time this government came into power in 2015, broadband penetration was hovering between 4 and 6 per cent. Broadband penetration has now reached 38.5 per cent, '' he said.

Danbatta explained that the Digital Complex building accommodates the office of the Minister, permanent secretary of the Ministry and four departments of the Commission.

He added that the 5-storey building with two basement floors sit on 8 hectares of land at the Mbora district, Abuja and is equipped with modern telecommunications facility, a crèche for nursing mothers, gymnasium, among others.

Agwai to Zulum: “For long, I hoped to meet you and shake your hands”

Former chief of defence staff, General Martin Luther Agwai retired, has extolled the leadership style of Borno’s Governor, Professor Babagana Umara Zulum.

Agwai, who was also chief of army staff and a war time commander for UN and African union troops on different peace missions abroad, spoke at an international conference on “Insurgency and counter insurgency in Nigeria: Critical perspectives on Boko Haram”, which took place on Tuesday in Abuja.

Speaking before he delivered a resounding keynote address at the conference, Agwai, an intellectual and highly decorated General, said for long he had hoped to meet Governor Zulum because of his performance within the short time of being Governor of Borno. 

“I have read and heard so much about him and for long, I hoped and looked forward to meeting him some day. I am happy and proud that today, I did not only meet him but I also shook hands with him, I am talking about the Governor of Borno state, Professor Babagana Umara Zulum. I am proud of him and I am also happy that from what I saw in him today, I was not disappointed. Your Excellency, please keep it up” General Agwai said.

Governor Zulum was special guest at the conference that was jointly organized by the Victims Support Fund and the Nigerian Defence Academy, Kaduna.

The international conference had in attendance, Vice President Yemi Osinbajo who was special guest of honour, minister of interior, Rauf Aregbesola, senior military leaders, executives of the victims support fund, dozens of academic researchers on different aspects of security and participants.

Contributing to the conference, Governor Zulum commended the Nigerian Military for their immense contributions to the fight against boko haram in Borno State but he also observed that the digging of trenches around communities is not a sustainable strategy against the insurgents but rather taking the war to the insurgents is what will accelerate peace building efforts that will pave way for displaced citizens to return to safe and rebuilt communities.

Delivering the conference keynote address, former minister of defence, General Martin Luther Agwai (retired) called for a change of tactics by the Nigerian military in the ongoing fight against Boko Haram insurgents in northeast Nigeria.

Gen Agwai, who had also served as Chief of Army Staff and war time commandant of UN and African Union troops on peace missions, said intelligence gathering was key in winning wars particularly with insurgents.

Gen Agwai also called for more collaborations between the military and the media, insisting that the military must make concerted effort to gain the trust of the media through sincere relationship.

Gen. Agwai also advised Nigerians to give birth to children they can comfortably cater in order to address street begging by out of school children which oftentimes, he said, creates fertile grounds fro criminal recruitments.

Vice President Yemi Osinbajo who was represented by National Security Adviser, Major General Mohammed Babagana Monguno (rtd), praised the military and urged them to take the lead in the fight against terrorism in the African continent.

Minister of Internal affairs, Ogbeni Rauf Aregbesola also charged the military to braise up for the challenge of ending the boko haram.

In his welcome remark, the Executive Director of Victims Support Fund (VSF), Prof. Sunday Ochoche said the three-day program was designed to evaluate the nature, evolution and root causes of Boko Haram insurgents in Nigeria as well as the external ramifications for Nigeria, Africa and the world.

He said experts were invited to critically examine the national architecture for counter-insurgency with a view to understanding its structure, operations, and functionality as well as proffer solutions for defence and strategic security policy.

The Federal Government of Nigeria is restricting entry into the country for travellers from the following countries; China, Italy, Iran, South Korea, Spain, Japan, France, Germany, Norway, the United States of America, the United Kingdom, Netherlands and Switzerland. These are all countries with over 1,000 cases domestically. 

The Federal Government is temporarily suspending all visas issued to nationals from these countries. Nigerians arriving from these countries will be subjected to supervised isolation for 14 days.

The Federal Government of Nigeria is also advising all Nigerians to avoid travel to these countries.

 
These restrictions will come into effect from Fri 20 March 2020 for 4 weeks subject to review.

Her wise counsel to you in the course of service to your people will not be easily forgotten. Her demise has created a vacuum which will be difficult to fill.

Borno Governor, Professor Babagana Umara Zulum was yesterday evening at the headquarters of the Nigerian Army for a meeting with the the army’s chief of staff, Lt. Gen Tukur Buratai.

Zulum said his visit was to privately discuss some “salient issues” on the ongoing fight against boko haram.

The Governor commended the army for its institutional commitment and the supreme sacrifices of personnel involved in fighting the insurgents in Borno’s search for peace. 

Zulum called on the army to sustain its momentum by taking the fight to the enclaves of boko haram in order to end the war. He also called for increased synergy between the military and host civilian communities to eliminate trust deficit and enhance the generation and sharing of information that leads to actionable intelligence.   

In his comment, the chief of army staff (COAS) Lt General Tukur Buratai said Governor Zulum’s commitment to the fight against boko haram is legendary and something everyone is proud of.

Burtai also described Zulum as a dynamic governor that has been of tremendous support to the Nigerian military in the combined effort to end boko haram.

The COAS reaffirmed the army’s commitment to not only continue taking their fight to the enclaves of boko haram but also to go after them beyond Nigeria’s borders through institutional collaboration with neighboring countries.

Considering the plight of riterees in the Borno state civil service, His Excellency, Gov. Zulum was at the Musa Usman Secreteriat in the early hours of Friday to process and adress the problems of biometric capture of Pensioners in the state.

The Gov. urged the committe to immediately process the payment of those who have filled form and have been captured and also address the issues of those without forms. 

The Governor has also directed the instant payment of those with genuine cases.

Borno Governor, Professor Babagana Umara Zulum, has invited citizens of the state, who retired as Generals and similar ranks in the air force and navy, those who retired as senior officers of the Police, the state security service and the paramilitary, for a strategy meeting.

Zulum, announced this on Sunday when he hosted the first, in a series of subsequent consultative meetings, with Borno citizens working at different federal establishments within the FCT, as well as other stakeholders.

Held at the banquet hall of Kanem suits in Abuja, the meeting explored ways Borno citizens in the ranks of chief executives, permanent secretaries, directors and deputy directors at federal ministries, departments and agencies could contribute to addressing challenges of security, recovery and development of their home state.

The Governor’s invitation to retired senior security personnels, was in response to comment by a retired Brigadier General from Borno state, who at the meeting, offered to contribute with strategies that could help the government in the ongoing fight against Boko Haram.

Zulum, said he hopes to meet the retired senior security officers as soon as the meeting can take place, at a suitable location.

Beside the issue of security, Governor Zulum challenged all participants to make contributions through other means that can help the state and its citizens on different areas of development.

The Governor began with historic context of how forefathers of Borno communities fought at different times to either rebuild territories or stand against after difficult times that threaten the existence of communities.

“All of us coming together in trying to rebuild our state will not be something new. Our forefathers did the same thing in bringing back what is now Borno state, after turbulent times. They fought to rebuild communities. We need to be united. Lets forget about 2023 and unite for Borno’s sake. Each of us should see how he or she can contribute to our search for peace, to resettling our brothers and sisters that ate internally displaced, to education, healthcare, jobs creating and generally our economic recovery and development ” Zulum said.

In response to the Governor’s passionate call,participants took turns to make insightful suggestions and to highlight existing and potential opportunities in the federal establishments they work and how Borno can maximize some benefits.

At the end, the meeting created thematic working groups through which participants were requested to choose the areas they can best contribute, taking into account their areas of specialization and positions they currently occupy that can accelerate the development of Borno state and its people.
