VPS ENDORSED CODE OF CONDUCT

BORNO STATE VOLUNTARY POLICING SECTOR ENDORSED CODE OF CONDUCT

 yesterday 11 October 2022 which was facilitated Peace Ambassadors Center for Humanitrain Aid and Empowerment Supported by British Council and European Union facilitated the coordination of the Borno State voluntary policing Sector and endorsement of the code of conduct  to guide their operation.
The code of conduct was an effort made by stakeholders to senitize  the voluntary policing Sector .the code of conduct was  rectified and endorsed by the Borno State justice reform committee through the office of the Borno State Attorney General. 

In his welcome remarks the president of the Center Amb Ahmed Shehu welcome all stakeholders holders to event saying the objectives of the program is to have the code of conduct endorse by the VPS members and to have a reflections on the journey so far in reforming the VPS under the MCN project for Sustainability.

Amin Buba the MCN state lead express appreciation to the gaint efforts of the VPS acknowledging their operations and activities are largely sacrifice hence the MCN project will continue to support them.

Mt Emmanuel p Musa VPS project officer at Peace Ambassadors Center for Humanitrain Aid and Empowerment took turn to highlight the basic and also over view of the VPS which includes the objective of bringing together the groups for synergy and intelligence gathering. He also highlighted some the activities carried out in the project which include formation of the VPS in MMC, Jere, Mafa and Konduga formation of the state VPS with their leaders aslo there was training and Retraining of the VPS members across all the Local Governments on the code of conduct.

Dr Yagana of University of Maiduguri  VPS mentor recall efforts made by MCN in  restructuring the VPS dated back to 2018 which was later distorted by COVID-19 pendamic. She said series of activities was carried to sensitize the members of the on best practices which training on human   right and child abuse. She express happiness that project is now continuing.

Shortly before the endorsement of the code of conduct PACHE consultant Malam Garba Shuaibu  and Hon Modu  Busami took time to familiarize the VPS members with the code of conduct in Hausa and Kanuri, subsequently the VPS State Chairman Amb. Baba Shehu Aldul Ganiyu assisted by his executive across the local government endorsed the code of conduct witness by the Pache President and officials of the MCN project from British Council.

In the second segment of the event, members took time to share their experience before and after the formation of the VPS as reflection for learning and  Sustainability.

 COMMEMORATION OF INTERNATIONAL DAY OF PEACE 2022

THEME: END RACISM BUILD PEACE 

21st September 2022 of every year is day set aside by the United Nations General Assembly as International Day of Peace, in commemoration of the day globally critical stakeholders come together to discuss and chart a new cause for peaceful World

This year 2022 Peace Ambassadors Centre for Humanitarian Aid and Empowerment (PACHE) in collaboration with British Council, other partners organised a high level conference in maiduguri to discuss Challenges and success recorded in the fight against insurgency in the north east and also  visited communities affected by insurgency and experiencing returns of repentant insurgents with the objectives to sensitize and also  interfaced with them.

The Conference featured Goodwill from leaders and presentations from key actors and panel discussion on the journey so far, the  fight against insurgency. 

While on the second day the  team visited Alay Lewanti   community in Konduga Local Government Area today.
The community discussion centred on  the reintegration processes of repentant Boko Haram members in the state.

President of PACHE, Ambassador Ahmed Shehu said there is the urgent need for more community Empowerment,  inclusiveness and provision of security to communities to enable them have access to their farms, stating that their findings revealed ccases of strategic kidnap for ransom and inability for farmers to have access to their farm which require urgent response before communities will experience hunger ,starvation and negative coping mechanisms.

PACHE team  and the community leader, Bulama Dulo cautioned  the community members against partaking in violence of any form.

The findings revealed members of the returnee community welcomed   the reintegration process and appealled for victim-centred empowerment especially youth and youth groups for the sustenance of peace in the state.

PACHE in partnership with partners will release the communique develop from the consultation and findings in Commemoration of the international day of peace to relevant stakeholders for intervention and necessary action

VOLUNTARY POLICING SECTOR IN BORNO RECEIVED PATROL KITS

- The kits were provided by British Council Program Managing Conflict in Nigeria in Collaboration with Peace Ambassadors Center For Humanitrain Aid and Empowerment
In an effort to Continue Strengthening  Security Architecture in  Communities in Borno State yesterday, 26th May, 2022 British Council through its program Managing Conflict in Nigeria in Collaboration with Peace Ambassadors Center For Humanitrain Aid and Empowerment handed over patrol Kits to Borno State Voluntary Policing Sector.

Earlier the Members of the sector have been through another project of the organization initiatives to improve Security Service Delivery, Community Policing and State policy on Peace and Security trained on various skills such us protection of Human Rights and code of Conduct as well as harmonious Working relationship. 

In his Welcome address, the president and Founder of Peace Ambassadors Center For Humanitrain Aid and Empowerment Amb. Ahmed Shehu  said the Center and MCN find it very important to Support the Voluntary Policing Sector In the state because of the vital role they play in Providing peace and Security in the state especially in the 11 year of the insurgency.

Prof Muhammad Tabiu, National Team Lead of MCN,shortly before  handing over the kits to various leaders of the VPS across local government of the state, said  today's event is a consolidation of European Union  efforts in Supporting the maintenance of Peace and Security in Boko Haram affected communities.

Therefore, they are supporting the Borno State Voluntary Policing Sector with kits and tools which includes 1300 Boats and Raincoats, Battery and Rechargeable touch Light, Face Mask and Hand Wash. He added that all items were procured with funds from European Union

Baba Shehu who is the VPS Chairman thanked on behalf of other members of the Sector British Council, Peace Ambassadors Center For Humanitrain Aid and Empowerment and European Union for providing the needed funds to equipped them with working tools, He assured them of proper utilisation of the items.

Other invited guest who gave their good will messages on behalf of their organisations are DCP Bello representing police Commissioner, Hajiya Hadiza Director Youth Employment Borno State, Mallam Alkali Head of Relief, NEMA  Mr. Kabiru From European Union.

Highlights of the program was the presentation of the kits and tools to various heads of VPS across local governments by Prof. Tabiu assisted by other invited guests

EMPOWERMENT: 350 CJTF IN BORNO GETS START UP GRANT


Herwa Community Development Initiative with Support from British Council Project on Managing Conflict in Nigeria MCN Founded by European Union this afternoon of Wednesday 25th May, 2022 presented a Start Up grant of Fifty Thousand Naira to 350 CJTF in Maiduguri. 

The presentation 
took place at nitel the CJTF Headquarters with all  Critical stakeholders in attendance.


In his opening speech, the Executive Director Herwa Community Development Initiative, Amb Ngubdo Hassan, said the Empowerment program was aimed to Strengthening the capacity of the CJTF and to provide them with a life skills to sustain their livelihood.

First of its kind from any Non Governmental organization in the state, Amb Ngubdo said it covers 350 CJTF across the 9 sectors within MMC and they were trained in 6 skill areas namely Electrical installation, Carpentry, Welding, Fashion Design, Hair Dressing and shoe Making. Among the benificiaries 100 are Female members of the CJTf. 
Today's event he added was official graduation of the benificiaries to start their own business while each of them will receive the sum of 50,000 as start up grants.

As Follow up to recommendations made during policy Dialogue on Reintegration of repented Boko Haram held on Wednesday 9 March 2022 under The British Council Program Managing Conflict in Nigeria the implementing organization Peace Ambassadors Center For .. Aid and Empowerment  alongside Network of Civil Society organisations yesterday Monday 16 May 2022 payed an Advocacy visit to the North we East Zonal office of Natio goodnal Emergency Management Agency in Maiduguri.

Amb Ahmed Shehu the President and Founder of Peace Ambassadors Center For Humanitrain.. Was to Aid and Empowerment and Bulama Abiso Executive Director of the Network led the Advocacy team.

While making his remarks Amb Ahmed Shehu intimates the Zonal Director Usman Mohammed Aji on the Activities of the center and it's Current projects Initiatives to improve Security Service Delivery, Community Policing and State Policy on Peace and Security in Borno.

To their of visit he said is a follow up of one the recommendation of the policy Dialogue that call for an inclusive response on emergency which the agency is taking lead.

On his part the Executive Director of the CSOs Network calls for partnership with the agency in all it activities as it will promote and enhance accountability to the affected Communities.

Responding on behalf of the Agency the North East Zonal coordinator thanked the team for the visit Describing it as timely.

To their request he assured then of his positive responses which including Sensitisation of stakeholders on the Emergency Response plan which define roles of every Stakeholder in emergency response and  promise provide Capacity building to CSOs and CBOs

Still on the as part of Follow up activities of 16 March Policy Dialogue Advocacy team of the Network of Civil Society organisations and Peace Ambassadors Center For Humanitrain Aid and Empowerment were received warmly by the Ministry of Reconstruction Rehabilitation And Resettlement Borno State Yesterday.


The team main Advocacy massage was part the recommendation of the policy Dialogue  that a Peace and Security Pillar should be established to strengthen existing Peace and Security Mechanisms in the state and for a the Government agency to take a lead.
While on the side of the Network of Civil Society organisations the Executive Director Advocated for strong partnership for Sustainability of the ministry Projects and programs.

Responding to his guest the permanent Secretary of the Ministry Alhaji Abba Yusuf appreciates the visit said this is the first time the ministry is receiving a local base Organization which it mission is to strengthened and Support government policies and programs.

To this he said the ministry will look into the possibilities of signing and MOU with CSOs thereby establishing a desk for them in the ministry.

To the lead of the Peace and Security Pillar the Permanent Secretary said is a welcome development.

This Morning of Sunday 15 May 2022, Community Leaders includes  religious, Traditional and political Converged at Moduganari Primary School of Maisandari Ward for the inauguration new Leaders of First Aid Group Of Jamaatu Nasarul Islam ATC Detachment.
The first Aid Group have being very helpful and Supportive to the Community in various aways which includes coordinating prayer session during Friday congregation and Taking care of the Community Grave yard. 

During the events appointment letters and orth of office was issued to the new Leaders, new members were aslo trained on first aid techniques.
In their  Separate remarks the Community leaders call on the new Leadership to   exhibit high sense of commitment, patriotism when carrying out  their duties while assuring their support to them at all times.

Voluntary Policing Sector Sensitize on a Code of Conduct

All inclusive forum to ensure effective service delivery formed.
British Council Program Managing Conflict in Nigeria MCN through one of it's project Initiatives to improve Security Delivery, Community Policing and State policy on Peace and Security in Borno State implemented by Peace Ambassadors Center For Humanitrain Aid and Empowerment PACHE yesterday organised a sensitization Workshop to Members of Borno State Voluntary Policing Sector made up of ( CJTF, Vigilante Association,Hunters union and Hisbah) on the newly devoted Code of Conduct endorsed by the Borno State Government under the ministry of justice with leadership of Attorney general of Borno State.
The Workshop, which was organised by PACHE and held at Peace Ambassadors Centre For Humanitrain Aid and Empowerment conference Hall in maiduguri.
The objectives of the workshop was to build the capability of the members to enable them perform their role better participants were extensively taken through the code of conduct by Engr Abubakar Sadiq Multi sectoral Program Manager of the Center. Later question and answer session followed.
Subsequently the founder and president of the the center Ambassador Ahmed Shehu led a session where the Members agreed to form a forum with leadership cut a crossing all member organizations.

In there Separate remarks participants thanked British Council and the implementing organization Peace Ambassadors Center For Humanitrain Aid and Empowerment for the initiaves acknowledging that it will go along way in Supporting their efforts in providing security services to the community.

COMMUNITY ACCOUNTABILITY FORUM STEERING TRAINING DAY2: 

-MAFA LOCAL GOVERNMENT
The Community Accountability Forum Steering Committee Training continues today Wednesday 2 March 2022 at Peace Ambassadors Centre for Humanitarian Aid and Empowerment - PACHE Hub with Mafa Local Government Members.

Second in the series the training is part EU Funded project through British Council Managing Conflict in Nigeria Initiative to improve Security Delivery, Community Policing and State Policy on peace and Security In Borno State implemented by Peace Ambassadors Center For Humanitrain Aid and Empowerment a Grassroots Non Governmental Organization with With expertise in Peace Building and Community Engagement.
The Community Accountability Forums CAFs is a pillar one of the initiaves with objectives of Enhancing Community level in Conflict Management, Ensure Accountability and Effective service delivery by Government, Formal and Informal Security Service Providers. MMC, Mafa Jere,and Konduga are local governments where the project will be implemented. 

The Training will Continue for the next two days for other local government Jere and Mafa where the project is being implemented.

BORNO IDP FIRE CAMP: HUMANITARIAN MINISTER SYMPATHISES WITH VICTIMS
The Honourable Minister of Humanitarian Affairs, Disaster Management and Social Development, Sadiya Umar Farouq, has expressed sadness over the loss of lives and property at the Muna El- Badawy, Internally Displaced Persons ( IDP) Camp, in Maiduguri, Borno State. 
This was contained in the statement issued by the Permanent Secretary of the Ministry, Bashir Nura Alkali.
The Minister sympathised with the families of those who lost their beloved ones in the fire outbreak.
"Reports reaching me confirms lives were lost, 3,000 shelters destroyed while dozens of households were displaced”, the Minister said.

Accordingly, the Minister said the frequent fire outbreaks in IDP Camps is worrisome and the Federal Government and relevant Agencies in the States will take measures to forestall future occurrences. 
Meanwhile, the Minister said "I have directed the National Emergency Management Agency to immediately dispatch relief materials to the affected victims at the camp while an assessment will be conducted to ascertain the cause of the fire and also the level of damage”.
Farouq called on all persons living in the IDP Camps to be safety cautious to prevent incidences of fire outbreaks.

BORNO STATE CONTRIBUTORY HEALTH CARE AGENCY

BASIC HEALTH CARE PROVISION FUND: After it's Successful Launch, Borno Agency Commences Training of Facility Managers
It can be recalled that on Tuesday  7 December 2021,his Excellency  Executive Governor of Borno State Professor Babagana Umara Zulum Mni Fnse launched the Borno State Contributory Health Care Agency and Basic Health Care provision Fund which the Agency is  implementing. 
 Two months after its launch the Agency have Concluded all arrengments for the disbursement of 500million grant to over 200 hundred benifiting facilities.

To ensure Prudent management of the finances and to provide accountability to it the Agency under the leadership of Dr Abba Saleh  unveiled  capacity  Building Workshop to all facility Managers.
In his remarks the Executive Secretary of the Agency Dr Abba Saleh said the workshop will cover all facility Managers but will be taken a batches (two days for each) With MMC, Jere Mafa And Dikwa as first batch.

Present at the event are the Director primary Health Care Ministry of local Government Ibrahim Sheriff and other top Management Staff of the Agency.

ADVOCACY TO NSCDC

PEACE BUILDING IN INSURGENCY - NSCDC APPLAUDS PEACE AMBASSADOR'S CENTER AND MCN BRITISH COUNCIL FOR ESTABLISHING COMMUNITY ACCOUNTABILITY INITIATIVE 
Peace Ambassadors Center for Humanitarian Aid and Empowerment and MCN British Council received a commendation from the Borno state command of Nigeria Security and Civil Defence Corp when they took an advocacy to the command headquarters in Maiduguri on Wednesday 26 January 2022.

In his introductory remarks the President of the Center Amb Ahmed Shehu intimated the NSCDC commandant on the activities of the Center which includes community engagement in peace  building, mediation and dialogue. 

while highlighting the objective of the visit was presented by the program manager Engr Sadiq Waziri who took turn to explained to the commandant the ongoing program of the Center which is being implemented in partnership with managing conflict in Nigeria a British council E,U  funded project titled initiatives to improve security service delivery, community policing and state policy on peace and security in Borno state

Engr. sadiq told his host that the project has three arms which is voluntary policing sector, community accountability forum and policy dialogue and all geared towards attainments of sustainable peace and security in the community.

In his request to the command Amb Ahmed Shehu solicited for the commands partnership, collaboration and support for the success and sustainability of the initiative, also commended the command for their peace building  innovations in the community known as alternative dispute resolution which was able to ensure peaceful resolution of conflict through dialogue, stating that it has really reduces the cost of ensuring justice and bringing harmony among warring parties. 
While responding the state commandant of NSCDC  Musa Farouk inform the delegation that on behalf of the command and Commandant General of the Corp NSCDC is aware and acknowledged, appreciated the effort of the Peace Ambassadors in complementing the effort of peace and security stakeholders in the state and urge them to keep it up. Appreciating MCN  and British council for supporting the state through PACHE, stating that when we have peace we will have less crime rate in the society, security sectors will have less stress, investors will be  attracted to the community and economy of the society will thrives and employment opportunities will be created and the Judicial system will have less work  which will translate to reduction in crime rates. Concluding that the command will render the necessary   support that is needed to achieve the projects objectives.

ONE DEADLY CELEBRATION
The eve of the New Year is usually a moment of celebration, a moment to rejoice on the gift of life and sober reflection. It is also a moment to usher in the New Year, with hope and gratitude. However this was not the case for the family of Mustapha Sheriff and Yakau Mustapha.

However, the eve of the newyear 2022, happened to be a moment of sadness and regrets to Yakau, a 50 year old house wife living in Umarari, Layin kanti shabiyu of Bolori 2, ward in Borno state. The sad event happened in the wee hours of Friday night, while her daughter Maryam Mustapha Sheriff, a 14 years old girl, a class 4 student of Raudatul Iman Islamic school was sleeping in her mother’s bedroom, suddenly, around 12.45 am, when Maryam started crying that something has hit her head, as usual with a caring mum, the mother cross checked her forehead and found nothing she then consoled her and asked her to go back to sleep thinking it wass some sort of spiritual ailment that is afflicting her daughter. On further examination she realized blood wass oozing out from the temple of her daughter's face, She then used a rag and tied the head and encouraged Maryam to go back to sleep.
It was not until around 5.00 am that they realized there is an opening on the head, it was then that they suspected that it might be a bullet or a foreign object that caused the hole in her head, they rushed her to the Borno state specialist hospital. On close examination they were referred to the university of Maiduguri teaching hospital. As usual, the complicated aspect of the debate between victims of bullet and police report brought its ugly head, which forced the relatives to transit between Gwange Police Station, located close to the hospital and Ibrahim Taiwo Estate Police station, which serves the victim’s Community.
Unfortunately, Maryam was lost to the cold hands of death before receiving further support. Evidence from the medical report signed by medical experts indicated that Maryam was hit by a stray bullet. 
The general conclusion and perception from the community was that; Maryam was killed by a stray bullet from some security personnel stationed in the community, while celebrating the arrival of the year 2022. The question every member of the family is asking is, who has the custody of bullets in the community? Definitely, it is only security agencies that have bullets and guns. 
What every member of the community is waiting for is, who will come to the aid of the citizens to regulate where and how guns and bullets will be used especially in a state that needs every live bullet to fight the insurgency.

     
Amb.Ahmed Shehu the president and founder Peace Ambassadors Center for Humanitarian Aid and Empowerment stated that their team have visited the family and follow up the case and confirmed beyond reasonable doubt that it was a stray bullet hence they have reached out to all the relevant stakeholders from the formal and voluntary security sector with a view to provide  sustainable solution to this unfortunate incidences of stray bullets, rocket attacks and other form of  attacks to the vulnerable populations in Borno state. This incident and more are the reasons why during the commemoration of International Peace Day 2021 held in Maiduguri, stakeholders advocated for the signing into law of the policy on protection of civilians in conflict by the federal executive council. Most communities that are experiencing conflict across the world have policy on protection of civilian hence why should Nigeria be an exception.




As civil society, we are calling for special budget line by the Federal Government for special protection of residents in conflict affected communities and for reconstruction of damaged infrastructures as well as emergency programme that will cushion the effect of the conflict.
With support of the European Union funded Managing Conflict in Nigeria (MCN) Programme implemented by British Council, we shall convene a community accountability forum to come up with  sustainable solutions to the incidences. We believe this is the only way to Improve Security Service Delivery, Community Policing and State Policy on Peace and Security in Borno State.

PEACE BUILDING NGO UNVEIL COMMUNITY DRIVEN PEACE BUILDING INITIATIVES

Peace Ambassadors Center for Humanitarian Aid and Empowerment paid an advocacy visit to the Borno state agency For Coordination of Sustainable Development and Humanitarian Response. 

As Relative Peace return to  Communities  affected by the Insurgency British Council trough it's Peace Building program Managing Conflict in Nigeria continue to sustained efforts in building Communities Capabilities in Conflict resolution and Resilience. To this this year the Council is engaging Peace Ambassadors Center for Humanitarian Aid and Empowerment in an implementing a program aimed at Strengthening Voluntary Policing Sector through Community Accountability Forum in targeted local government of MMC and Jere.




The project consist of three Components which includes the Voluntary Policing Sector VPS, Community Accountability Forum CAF and Policy Dialogue on peace and Security.

The objective of the project is to facilitate the strengthening and formation of citizen driven Community Accountability Forums (CAFs), Voluntary Policing Sector (VPS) groups and policy dialogues on peace and security in Borno State. 

At the Moment the project has already kick started with an advocacy visit to critical stakeholders that will ensure the success of the project 

The first advocacy visit was on Wednesday 22 December 2021taken to the state government agency saddled with the responsibility of coordinating   all Developmental and Humanitarian activities I.e Borno State Agency For Coordination of Sustainable Development and humanitarian Response Under the Leadership of Alhaji Bunu Monguno as Executive Secretary. 

During the visit the President and Founder of the center Amb Ahmed Shehu took time to brief the ES on the activities of the organization starting that organization is registered with the agency, with track record of accomplishment in humanitarian and developmental support to the affected communities in Borno in particular and northeast in general state. The organization’s areas of expertise are in conflict resolution, mediation, dialogue, peace building, youth and women empowerment. 



While stressing  further Dr Zainab Chellube Executive Director PACHE highlighted the over view of the whole program Which she  explained  that the project is about peace security and community hence, PACHE partnering with MCN British council in Borno state to implement series of programme that will contribute to attainment of one of the six  areas of priorities stated in the Borno state10 years strategic  plan that emphasis on Rebuild and sustain a society where our citizens and residence can live in peace and thrive by improving security and rebuilding communities

 Adding that the Project Title: Initiatives to Improve Security Service Delivery, Community Policing and State Policy on Peace and Security in Borno State with various Components which includes Community Accountability Forums (CAF), Voluntary Policing Sector (VPS) and Policy Dialogue on peace and security.

She then on behalf of the Project team Appeal for the Agency's Support towards attainments of the Project objectives.



While responding the Executive Secretary of the Agency Alhaji Bunu Monguno appreciated  PACHE for the Visit and stated that among  underlying root  causes of the Insurgency are lack of platforms such as CAF for citizens to discuss issues and proffer solutions to it,  he is optimistic that this project will and fill in the gaps and address  as it unfold.  He call on PACHE to stay Focus in implementing the project for the overall interest of the state.


Alhaji Bunu Monguno assured the project team of his personal and that of the Agency's Support towards the success of the Project
